Founded and incorporated in 1887, Colton is located in San Bernardino County within the heart of Southern California’s Inland Empire. Known as the “Hub City”, Colton established itself as a place of commerce with its multi-modal transportation network. Today, the rail system remains one of the busiest, at-grade railroad crossings in the United States. The City of Colton is a general law city operating under the Council-Manager form of government. The Mayor is elected separately and serves a four-year term. The City organization delivers a full array of services to its ...residents and businesses through the departments ofgeneral government, Police and Fire, Community Services, Development Services, Economic Development, Public Works and Utilities, Human Resources and Finance that include Information Technology, Purchasing, and Utility Billing. Colton has a FY2019-20 operational budget of $148,350,572 million with a General Fund budget of $41,037,639 million. City operations and services are provided by 320 full-time employees and supplemented by part-time employees, as well as contract services to the City.
