The Port of Portland is a gateway to the globe, we operate multiple airports, marine terminals and business parks that connect people and passengers, drive economic growth and improve our region's quality of life. The Director of Planning & Development will participate as a member of the senior advisors to the Chief Project Delivery and Safety Officer, responsible for Planning and Development direction in conjunction with strategic business planning across all Port lines of business. Working closely with the various Port business lines to further business objectives with an emphasis on application of facility management activities, land development and business development.
We're looking for an individual with a very diverse skill set that includes a combination of operations, planning, construction, engineering, environmental, security and safety who is team-oriented with the ability to direct the development of long-range plans for all Port facilities with specific need for compliance with FAA standards and conduct all activity supporting the Port triple-bottom line sustainability principles and values. This individual will have excellent problem-solving skills and be an exemplary communicator who understands and wholly embraces the value and importance of diversity and inclusion and advancing practices, strategies and policies that achieve equitable outcomes for all.
SUMMARY OF ESSENTIAL RESPONSIBILITIES:
Direct Port wide facility planning efforts to support business development in all lines of business including; preparation of long-range master planning and other related studies as needed to support the ongoing management, operation and development of Port facilities
Participate in senior level management including, staff leadership and coaching, strategic planning and policy development for department
Contribute in Chief Project Delivery and Safety Officer's senior advisor group
Participate in Port capital and operating project prioritization, queuing and planning process, overall capital project budget and schedule management, and consultant management
Conduct operational or facility focused studies related to a Port facility, broader strategic goal, or land development
Advise and support Commercial Development/ Properties on site specific revenue generating activities including code and regulatory analysis, site design, area and political analysis, and due diligence, such as entitlements, policy conflicts/outcomes
Plan and develop the Port's capital program to meet strategic, business and sustainability goals within financial and operational constraints.
Direct the Port wide Asset Management and Preservation Program for structures, systems, infrastructure, utilities, equipment and pavements for all Port facilities
Oversee asset condition assessments and the maintenance of a comprehensive catalog of Port assets ensuring data is accurate, up-to-date, and validated by the Asset Management Planning (AMP) teams
Maintain clear communication on progress of planning entitlements and other work efforts, map and data collection and analysis (natural resource policy initiatives), and manage internal communication and outreach, projects and consultants
Represent the Port at local, regional, state and federal planning levels on projects like Comprehensive Plan, Economic Opportunity Analysis, Central City Plan, Institutional Zoning Project, Terminal 1 transition, FEMA BiOp, Employment Zoning Project
Coordinate the identification and application strategy for grants and loans to benefit Port facilities and business opportunities
Prepare grant and loan applications, negotiate funding agreements, advocate within the competitive grant process, track and transfer grant funds as required
10 years of strategic senior level management and leadership with industrial development, facility management and project management, prefer experience with the FAA on funding, air space at a medium or large hub airport or operational issues at marine operations and facilities
Bachelor's degree in a related field such as engineering disciplines; civil, electrical, or mechanical master's degree preferred OR any combination of education and relevant experience that demonstrates the ability to perform the job duties(required)
Familiarity with projects that require knowledge of multiple disciplines such as, operations, planning, engineering, construction, environmental, and safety
Understanding how project plans, designs, specifications and related documentation are prepared
Knowledge of facility management, aviation industry as it relates to Airport facilities and project development, marine operations and standards, pavements, industrial development processes and union management process and procedures
Advanced skills with staff development and mentoring
Knowledge of public contracting procedures preferred
Project Management Professional (PMP) certification preferred
Ability to obtain a valid driver's license
Ability to obtain and maintain security clearance for unescorted assess to secured areas of the Port
SKILLS AND ABILITIES:
Skilled at managing complex budgets and accounting systems on facility wide budgets
Ability to manage multi-million-dollar consultant contracts
Skilled at forecasting, project triggering and sequencing, and allocation of capital cost in appropriate fiscal years
Ability to present information to Port Commission, executive team, senior management, business lines, airlines, marine tenants and third-party groups
Be skilled at communication and assure internal and external coordination occur with client and stakeholders
Skilled at investigating project funding alternatives and soliciting various third parties to obtain funding sources
Able to balance priorities with a heavy workload and multiple demands and work with ambiguity in a continuously changing environment
Ability to occasionally travel locally and nationally
